Framework for achieving climate neutrality
This vote is about the EU’s 2040 climate target, on the way to climate neutrality.
Background
The European Climate Law already sets climate neutrality for 2050 and a 55% cut in emissions by 2030. This text, negotiated with governments, adds an intermediate target for 2040. Some see it as essential to stay on track, others as too costly for industry and households, or on the contrary too weakened by flexibilities.
- Sets a net 90% cut in greenhouse gas emissions by 2040 compared with 1990.
- Allows up to 5 points of that effort through international carbon credits, i.e. by funding emission cuts outside the EU.
- Delays by one year, to 2028, the second carbon market for heating and fuels.
- Provides for regular reviews of the target.
