Amending Regulation (EU) 2024/792 establishing the Ukraine Facility
This vote is about changing the Ukraine Facility, the EU’s fund to support Ukraine.
Background
At the end of 2025, EU leaders decided to grant Ukraine a €90 billion loan for 2026 and 2027, to fund its budget and its defence against Russia. As Hungary, Slovakia and the Czech Republic do not take part, the loan goes through “enhanced cooperation” among the other countries.
- The money is borrowed by the EU on financial markets.
- It funds both the military effort and the running of the Ukrainian state.
- This vote is on one of the texts setting up the loan.
Adopted: 473 for, 140 against, 32 abstentions, 74 did not vote.
