Discharge 2024: EU general budget – European Council and Council
This vote is about checking the 2024 spending of the European Council and the Council (discharge).
Background
Each year Parliament checks how each institution has implemented its budget and decides whether to grant it “discharge”. In April 2026 it postponed its decision on the 2024 accounts of the European Council and the Council. With this vote it refuses discharge, as in previous years, criticising the Council’s refusal to cooperate with the procedure.
- Refuses discharge to the Council’s Secretary-General for the implementation of the 2024 budget of the European Council and the Council.
- Calls on the Council to resume negotiations to end the deadlock over the discharge procedure and to improve the transparency of its decision-making and access to its documents.
- Calls for separate budgets for the European Council and the Council, and for rotating presidencies to stop using corporate sponsorship.
Adopted: 432 for, 160 against, 65 abstentions, 62 did not vote.
