Negative trade-related effects of global overcapacity on the Union steel market
This vote is about protecting European steel from global overproduction, notably from China.
Background
The world produces far more steel than it consumes, mainly in China, and this cheap steel weighs on European plants. This text replaces the temporary safeguard measures in place since 2018, which were reaching their legal limit.
- Sharply cuts the amount of foreign steel that can enter the EU duty-free.
- Applies a high tariff above those amounts.
- Takes into account the country where the steel was actually melted, to prevent circumvention.
