Simplification of the implementation of harmonised rules on artificial intelligence (Digital Omnibus on AI)
This vote is about simplifying and postponing certain EU rules on artificial intelligence.
Background
The EU Artificial Intelligence Act, adopted in 2024, imposes strict rules on “high-risk” AI systems (recruitment, credit, health…). Companies asked for more time, as technical standards were not ready. This text, negotiated with governments, is one of the Commission’s simplification “omnibus” packages.
- Postpones the obligations for high-risk AI systems to December 2027, and to August 2028 for AI built into regulated products.
- Bans, from December 2026, AI systems that generate child sexual abuse images or non-consensual intimate images.
- Eases some obligations for SMEs and small mid-sized companies.
