Carbon Border Adjustment Mechanism: extension of its scope to downstream goods and anti-circumvention measures
This vote is about extending the carbon border tax to more products and preventing its circumvention.
Background
The Carbon Border Adjustment Mechanism (CBAM) makes importers pay for the CO₂ emitted abroad to produce certain goods (steel, aluminium, cement…), so that European manufacturers, who pay for their carbon, are not put at a disadvantage. Until now it only covered raw materials: finished products could escape it.
- Extends the mechanism to finished steel and aluminium products from 2028.
- Closes loopholes: where goods are rerouted through another country, the emission values of the real country of origin apply.
- This is Parliament’s position for negotiations with governments.
Adopted: 464 for, 50 against, 159 abstentions, 44 did not vote.
