Market stability reserve for the buildings, road transport and additional sectors
This vote is about the mechanism that stabilises the CO2 price in the new carbon market for heating buildings and road transport.
Background
From 2028, a second carbon market (ETS2) is due to apply to heating in buildings and road fuels, and so indirectly to households. This text, negotiated with governments, adjusts its stability reserve to prevent price spikes.
- Strengthens the reserve of allowances that can be released onto the market if prices rise too fast.
- Aims to protect consumers from sudden jumps in heating and fuel costs.
- Enters into force once formally approved by the Council and published.
