The recent hybrid attacks and instrumentalisation of migrants in Ceuta and the need for a coordinated response to protect EU’s external borders
This vote is about the mass arrival of migrants in Ceuta used as a means of pressure, and the protection of the EU’s external borders.
Background
In late July 2026, tens of thousands of people entered the Spanish enclave of Ceuta, north of Morocco, within a few days. A police report pointed to a role for Moroccan forces, what is called the “instrumentalisation” of migrants: a non-EU country pushes people towards a border to put pressure on the Union. The right mainly wanted to criticise the Spanish government’s migration policy, the left to stress European solidarity.
- Describes the events as a hybrid attack and calls for a coordinated European response.
- Asks Spain and Morocco to speed up the return of people with no right to stay.
- Provides for a Parliament mission to Ceuta to assess the situation.
