Funding arrangements and the use of a diversified funding strategy
This vote is about how the EU borrows money to support the balance of payments of certain member states.
Background
The EU can lend money to Member States that do not use the euro if they face serious balance-of-payments difficulties. Until now the Commission borrowed on the markets case by case, for each loan (“back-to-back”). The text lets it use its diversified funding strategy, which pools its borrowing as for the NextGenerationEU recovery plan. Parliament had to give its consent.
- Parliament approves the Council regulation; it could only accept or reject it.
- The Commission will be able to fund these loans together with its other borrowing, more flexibly.
