CO2 emission class of heavy-duty vehicles with trailers
This vote is about taking the CO2 emissions of lorries with trailers into account in road tolls.
Background
Truck tolls (the “Eurovignette” directive) vary with the vehicle’s CO2 emissions. The Commission proposed also taking into account trailers, which are more or less efficient. The agreement reached with Member States in June 2026 ultimately drops this trailer-based variation, judged too complex for tolling systems.
- Clarifies the definition of zero- and low-emission trucks, and how special vehicles (refuse trucks, construction vehicles) are classified.
- Lets countries reduce tolls for low-emission trucks.
- Gives hauliers legal certainty as new CO2 standards have applied to more trucks since July 2026.
