Consular protection for unrepresented citizens of the Union in third countries
This vote is about consular help for Europeans in a non-EU country where their own country has no embassy.
Background
An EU citizen outside the Union, in a country where their own country has no embassy or consulate, can ask for help from the embassy of another EU country. The Commission wants to organise this help better, especially in crises (wars, disasters). In this procedure Parliament is only consulted: the Council decides, unanimously.
- Provides for joint contingency plans and crisis exercises in every non-EU country, and adds evacuation to the assistance tasks.
- Strengthens the role of EU delegations on the ground in coordinating and helping.
- Simplifies the reimbursement of assistance costs between countries and by citizens.
