Connecting Europe through high-speed rail
This vote is about developing a European high-speed rail network.
Background
In November 2025 the Commission presented an action plan for a faster, better-connected high-speed rail network by 2040. In this own-initiative report, led by Spanish MEP Vicent Marzà Ibáñez (Greens/EFA), Parliament gives its response and sets out its priorities. It is a non-binding resolution, adopted by a large majority.
- Calls for an interoperable and accessible European high-speed network linking capitals and major cities in all regions, including peripheral ones.
- Urges completion of the Trans-European Transport Network (TEN-T), notably missing and cross-border links, with dedicated funding in the 2028-2034 budget and a stronger Connecting Europe Facility.
- Pushes for more affordable tickets (discounts, subscriptions) and more transparent pricing, without the investment coming at the expense of regional and commuter services.
