Cohesion policy in the EU’s eastern border regions: strengthening territorial resilience and cross‑border cooperation
This vote is about EU support for regions along the Union’s eastern borders and their cross-border cooperation.
Background
EU regions bordering Russia, Belarus and Ukraine bear the direct consequences of the war: interrupted cross-border cooperation, weaker economic activity and security pressures. Parliament’s Regional Development Committee drew up an own-initiative report on how cohesion policy can support them, ahead of negotiations on the 2028-2034 EU budget. The text is not binding but sets out Parliament’s position.
- Calls for dedicated financial support and more flexible rules for the eastern border regions in the next EU budget.
- Seeks to compensate for the loss of cooperation programmes with Russia and Belarus, suspended since the war.
- Insists that security and defence spending should not come at the expense of cohesion’s economic and social investment.
