Transport: enforcement of passenger rights in the Union
This vote is about enforcing passenger rights (delays, cancellations, refunds) on planes, trains, ships and buses.
Background
European passengers have rights when travel by air, rail, bus or sea is delayed or cancelled, but they often struggle to enforce them, particularly when the ticket was bought through a travel agent or online platform. Proposed by the Commission in 2023, this regulation amends five existing laws to improve enforcement of those rights. The rapporteur is Matteo Ricci (S&D); Parliament is giving final approval to the text negotiated with member states.
- Guarantees full reimbursement for a cancelled flight booked through an intermediary, including the intermediation fee, within 14 days.
- Creates a common EU-wide claim form and allows national authorities to inspect carriers on their own initiative.
- Allows disabled passengers and persons with reduced mobility to fly with a companion free of charge where the companion’s presence is necessary.
