Cohesion policy – the driving force in implementing the EU agenda for cities
This vote is about the role of EU regional funds in developing cities.
Background
In December 2025 the Commission presented an ‘EU Agenda for Cities’ to give cities more weight in EU policies, with a focus on the lack of affordable housing. Member States adopted their conclusions on it in February 2026. In this non-binding own-initiative report, adopted by a large majority, Parliament looks at the role of cohesion policy, the EU’s main regional investment policy, in implementing this agenda.
- Presents cohesion policy as the main tool for implementing the EU Agenda for Cities.
- Calls for easier access for cities to EU funding for sustainable urban development.
- Stresses the importance of the urban dimension in future EU policies and the future EU budget.
