Amendments to the Critical Raw Materials Act
This vote is about changes to EU rules securing supplies of critical raw materials (lithium, rare earths…).
Background
Critical raw materials, such as the rare earths used in magnets, are essential for batteries, chips and defence, and the EU relies heavily on a few non-EU countries for its supply. In December 2025, the Commission proposed amending the 2023 Critical Raw Materials Act to strengthen security of supply. Parliament is adopting its negotiating position, led by Mohammed Chahim (S&D); the final text still has to be negotiated with member states.
- Creates a European critical raw materials centre, an EU agency handling stockpiling, joint purchasing and market monitoring, among other tasks, with a €2 billion fund foreseen in the 2028–2034 budget.
- Allows the Commission to restrict exports of permanent magnet scrap and waste, to keep this recyclable material in the EU.
- Requires large companies in strategic sectors, identified by the Commission, to assess supply chain risks and reduce their vulnerabilities.
Adopted: 470 for, 83 against, 108 abstentions, 59 did not vote.
