Simplification of certain requirements and procedures for chemical products
This vote is about simplifying the rules on chemical products (labelling, procedures).
Background
This ‘Omnibus VI’ package, proposed by the Commission in July 2025, simplifies three regulations: chemical labelling (CLP), cosmetics and fertilising products. Rapporteurs Dimitris Tsiodras (EPP) and Piotr Müller (ECR) reached a deal with Member States in June 2026, which the committees endorsed by 110 votes to 10. Supporters see it as cutting red tape for businesses, while critics fear weaker protection of health and the environment. In plenary, a motion to reject was defeated by 480 votes to 93, and the agreement was then approved by 477 votes to 59.
- Simplifies chemical labelling, with more digital labels and legibility rules, notably for small packages.
- Shortens the phase-out periods for cosmetics containing newly banned carcinogenic, mutagenic or reprotoxic substances.
- Keeps prior notification for cosmetics containing nanomaterials and REACH registration for certain hazardous substances in fertilisers.
