Objection pursuant to Rule 114(3): Certification methodologies for carbon farming activities
This vote is about the rules for certifying carbon stored in soils by farmers (“carbon farming”).
Background
The EU’s 2024 Carbon Removals and Carbon Farming Regulation (CRCF) creates a voluntary certification for activities that store carbon. In July 2026 the Commission adopted a delegated act setting out the certification methodologies for carbon farming. Some MEPs, backed by NGOs that consider these methodologies insufficiently robust, tabled an objection to block the act, which had already failed in the environment committee. In plenary the objection is rejected: Parliament does not oppose the delegated act, which can therefore enter into force.
- Allows the certification methodologies to enter into force for three types of activity: agriculture and agroforestry on mineral soils, rewetting and restoration of peatlands, and afforestation.
- Lets certification schemes then apply for EU recognition to certify these activities.
- Sets aside criticism that these methodologies would not guarantee a genuine climate benefit.
Rejected: 199 for, 407 against, 45 abstentions, 69 did not vote.
