Revised heat and fuel benchmark values for 2026-2030
This vote is about the benchmark values setting how many free CO2 allowances industries receive for their heat and fuel (2026-2030).
Background
Under the EU Emissions Trading System (ETS), some industries receive free emission allowances to limit the risk of carbon leakage. In July 2026 the Commission proposed revising the heat and fuel benchmark values used to calculate these allowances, so that more can be handed out until 2030. Parliament agreed in September to speed up its handling of the file, and its Environment Committee (rapporteur: Adam Jarubas, EPP) backed it with support from the EPP, S&D, Renew and ECR. In plenary, a motion to reject the text, backed notably by the Greens/EFA and the Left, was defeated by 482 votes to 94, and the text was then adopted by 474 votes to 82.
- Revises the heat and fuel benchmark values that determine free allowances from 2026 to 2030.
- Uses the free allowances still available until 2030 to increase allocation to the industries concerned.
- Applies the new values from 2027 to 2030, with the 2026 adjustment included in the 2027 update.
